Sample Consultations

On Lok serves frail elders in the San Francisco Bay Area. Capital Incubator is assisting On Lok in exploring the use of new markets tax credits and tax-exempt bonds as options for financing the building of a PACE (Program of All-Inclusive Care for the Elderly) center in Santa Clara County.

Tides Foundation Community Clinics Initiative is a joint program of Tides and The California Endowment. As a consultant to CCI, Capital Incubator designed and provided technical assistance for facilities development to California community health centers. Technical support included assessments of readiness to complete a capital project and work plan sessions to map out next steps in a health center’s capital development plans. Capital Incubator also designed tools for capital development and seminars and workshops for CCI prospective grantees.

Native American Health Center, a community health center is building a new clinic facility combined with multi-family housing in Oakland’s Fruitvale district. Capital Incubator provides overall coordination of all aspects of the capital project including: New Markets Tax Credit financing insured by Cal Mortgage Loan Insurance; capital campaign planning and support to campaign counsel and staff; assistance in defining parameters of the collaborative relationship with the housing developer including the legal and organizational structure for the development; creation of the project budget; education of staff and Board; and project oversight through the construction period.

Ninth Street Independent Film Center is a collaborative media arts center that houses film and media arts organizations. Capital incubator assisted the four equity partners in the building to refinance their long term mortgage and to buy out their investment partners.

Pathways Home Health and Hospice provides supportive health services and end of life care at home in Santa Clara, Alameda and San Francisco Counties. Capital Incubator assisted Pathways in the financing of their new corporate offices in Sunnyvale through the issuance of tax-exempt bonds.
